They say that the information has not been confirmed by Nintendo themselves, but a company that will remain nameless (but makes a series called Final Fantasy) says that it is happening. When the cartridge is used, it will allow high speed streaming between both systems.
This may be the reason why consumers cannot buy extra Gamepads separately from the console, and why other companies are not making third party controllers.
They also believe that this is what the patent filed in 2010 by Nintendo is for.
